Slow processing of API requests

Resolved

From 08:00 to 10:20 UTC, some API requests were subject to slow processing. Actions (such as dataset creation) may have been incorrectly reported as failing due to timeouts, but were successfully processed. This issue has now been mitigated and we are continuing to monitor. We are taking steps to prevent this occurring again.
